Should college students be able to write?

As a college instructor I’m always stunned at the lack of good writing in my students. There are many that can’t seem to pull a complete sentence together. Then there are others who have misspelled words, poor grammar and fractured phrases that are suppose to represent thoughts. Is it laziness? I worked in public school for thirty years. I know all these fundamentals were taught. Could it be they just didn’t get enough practice in creative writing and reading? Did texting and other social media outlets let them skate by? This year I put in my syllabus that I wouldn’t accept poor writing on short answers and essays. Eternally optimistic! 



What do you think? By the time students get to college shouldn’t they have a reasonable grasp of writing a complete thought?  Would love your input before I become unhinged on the very first test.
